WELCOME
The HSBMPO has been in existence since 1988 when the Governor of Texas designated it as the Metropolitan Planning Organization for transportation planning in the Harlingen-San Benito urbanized area. Every metropolitan area with a population of more than 50,000 must have a designated Metropolitan Planning Organization for transportation to qualify for federal highway or transit assistance and is charged by the State of Texas, Federal Highway Administration (FHWA), and Federal Transit Administration (FTA) to oversee funding distribution for highway and transit projects. The HSBMPO is responsible for the regional planning process for all modes of transportation for the Metropolitan Boundary Area, which consists of the entire Northeastern part of Cameron County amounting to 344.21 sq.mi, and which includes the following cities: Harlingen, San Benito, Combes, Los Indios, Palm Valley, Primera, Rio Hondo, La Feria, Santa Rosa and areas in Cameron County Precincts 3 & 4.
